On Plexus Breakfast Seminar Regarding the 'Nonprofit
Sector and Community Solutions Act'

Trends Editor Jill Cornish shared her perspectives
on HR 5533, the "Nonprofit Sector and Community
Solutions Act." in the most recent publishing.
Plexus Consulting Group, on Friday, July 30th, hosted
a Breakfast Seminar with guest Peter Frosch, Legislative
Director for Congresswoman Betty McCollum (D-MN), who
introduced the legislation. The seminar allowed for
Mr. Frosch to explain the reason and need for the Act
and to interact directly with the members of the nonprofit
community- something both the governmental and nonprofit
sides hope to continue.
Ms. Cornish's perspectives are of note in that she
moved from a previously opposed perspective to being
open to continuing this discussion and seeing the value
in an open dialogue between Congress and the nonprofit
sector, regardless of the final outcome of HR 5533.

Press Release: New Legislation- A First for the Nonprofit
Sector
(30 June 2010, Washington, DC) A new bill in Congress,
"The Nonprofit Sector and Community Solutions Act,"
proposed by Congresswoman Betty McCollum (D-MN) calls
for closer partnerships and cooperation between the
Federal Government and the nonprofit community. In support
of this legislation, Plexus Consulting Group, LLC will
be hosting a breakfast discussion Friday, July
30th 2010, in its offices at 1620 Eye St. NW,
Washington DC 20006. The breakfast will feature a presentation
by Mr. Peter Frosch, the Legislative Director in Congresswoman
McCollum’s office about the legislation and what
it requires from the nonprofit community to progress.
The bill, proposed on June 16th:
- Calls for the creation of a bi-partisan 16-member
US council on Nonprofit Organizations & Community
Solutions to advise on the efficiency, contracting,
and research needs of nonprofits to improve their
impact on the community.
- Outlines the formation of an interagency working
group on nonprofits to coordinate and manage the relationships
between nonprofits and the federal government.
- Charges a single government agency with the responsibility
of financial data collection on nonprofits.
Congresswoman McCollum intends the bill to be a first
step in uniting nonprofits to advocate for themselves
as an industry, as well as increase dialogue between
the federal government and the nonprofit sector. Breakfast
will begin at 8:30am and Mr. Frosch will speak at 9am.
His presentation will be followed by a short Q&A
session. This event is open to any interested association
within the non-profit sector. A complimentary breakfast
will be provided.

General Counsel Peter Chepucavage quoted in The PIPEs
Report
"Insider information is in the eye of the beholder,"
according to former SEC attorney and Plexus Consulting
general counsel Peter Chepucavage. "Hedge fund
short selling researchers are some of the best analysts
in the world, and sometimes that research comes into
areas that are pretty vague," Chepucavage said.
"Information that one person might see as insider
information, someone else might see as the product of
diligent research."
Chepucavage also observed that criminal cases tend
to be harder to prosecute than civil ones, as criminal
cases raise the bar for proving intent.

"To streamline the process and dialogue as it
developed within the 50-plus-member team, ACPS hired
an outside firm, Plexus Consulting Group of Washington,
D.C., to facilitate the six primary meetings. According
to Crystal Olguin, a Plexus consultant who worked on
the ACPS project, the process with ACPS was slower and
more complicated than with many of the company’s
other customers. Whereas a small group or association
may take a day, ACPS took up several Saturdays over
many weeks.
